>> THE IMPACT IT WILL HAVE IS , NOT ONLY EDUCATING THE GENERATION , BUT WE ALSO HAVE THE ABILITY TO TELL OUR STORIES WITH OUR ART.
WHEN OPPRESSORS LOOK TO DOMINATE PEOPLE , THEY GO AFTER THE HISTORY.
THEY WILL NOT DO THAT IN CHICAGO.

CHICAGO CITY COUNCIL APPROVED PLANS FOR THIS MEMORIAL IN 2015 AS PART OF A LARGER PACKAGE FOR REPARATIONS.
WHY DID THIS TAKE SO LONG?
>> Reporter: MONEY, ADVOCATES WERE THRILLED THE MAYOR EARMARKED $1.8 MILLION FROM THE MELLON FOUNDATION TO BUILD THIS MEMORIAL , IN ADDITION TO LAND ON THE SOUTH SIDE AND MILLION DOLLARS FROM THE CITY.
THIS MEMORIAL HONORS THE 118 PEOPLE WHO WERE TORTURED BY COMMANDER BURGE AND THOSE WHO REPORTED TO HIM, MOST WERE INNOCENT , MANY BLACK MEN , SOME SPENT DECADES IN PRISON.
>> EIGHT NEW MEMORIALS FUNDED BY A NEAR $7 MILLION GRANT FROM THE MELLON FOUNDATION.
WHAT OTHERS ?
>> IT IS DESIGNED TO EXPAND THE PEOPLE AND THE EVENTS HONORED BY CHICAGO PUBLIC MONUMENTS WHO HAVE BEEN OVERLOOKED, THERE WILL ALSO BE A MEMORIAL FOR MURDERED BLACK WOMEN, INCLUDING ONE KILLED BY A CHICAGO POLICE OFFICER.
>> THEY GREW OUT OF THE WORK OUT OF THE CHICAGO MONUMENT COMMISSION, FORMED BY LORI LIGHTFOOT, WIFE WERE THESE CHOSEN?
>> THERE ARE NO MEMORIALS MEMORIALIZING REAL CHICAGO WOMEN.
THIS IS DOING THAT AND RECOGNIZING PEOPLE WHO FLEW UNDER THE RADAR , AND EVENTS, LIKE THE RACE RIOTS.
>> THAT COMMISSION ALSO RECOMMENDED THE REMOVAL OF 13 MONUMENTS THAT WERE PROBLEMATIC , INCLUDING CHRISTOPHER COLUMBUS , WHERE IS THAT ?
>> IN LIMBO, THEY WERE NOT SAID TO BE REMOVED SO THEY ARE IN STORAGE WHERE THEY HAVE BEEN
