IT DOESN'T LIMIT US TO JUSTIFY TRAINING.
SPIN MORE THAN ACADEMICS HAPPENING HERE ON CAMPUS THIS YEAR.
THIS IS ONE OF THE DISTRICTS PREMIER COMMUNITY SCHOOLS, WHICH MEANS SUPPORT PROGRAMS FOR THE WHOLE STUDENTS.
THERE IS A MEDICAL AND DENTAL CLINIC ON CAMPUS THROUGH A PARTNERSHIP WITH FAMILY HEALTH CENTERS.

>> THIS IS JUST THE FIRST DAY OF SCHOOL.
>>> THE SAN DIEGO WATER AUTHORITY IS ASSUMING OVER A DECISION THAT THEY ARGUE LEAVES THE COUNTY HIGH AND DRY.
AS OUR REPORTER EXPLAINS, IT ALL BOILS DOWN TO MONEY.
>> IT IS GETTING MESSIER.
LAST MONTH THE COUNTY LOCAL AGENCY FORMATION COMMISSION VOTED TO ALLOW PUBLIC UTILITY DISTRICT TO DETACH FROM THE SAN DIEGO COUNTY WATER AUTHORITY.
AFTER THE DECISION THE WATER AUTHORITIES SAID LITIGATION WAS THE LAST RESORT AND IT WAS CONTINUING TO WORK TO FIND A COMPROMISE.
ON MONDAY THE WATER AUTHORITY FILED A LAWSUIT SAYING THEY DID NOT FOLLOW PROPER PROCEDURES BEFORE.
NOTHING CHANGED SINCE THE GENERAL MANAGER.
>> LITIGATION IS REALLY A PLACEHOLDER.
>> SEND A LAWSUIT IS ABOUT PRESERVING THE RIGHTS.
THE REST OF THE COUNTY COULD BE ON HOLD FOR OVER $100 MILLION.
>> WE CAN STILL TALK AND POTENTIALLY REACH A SETTLEMENT AGREEMENT, SO THAT IS KIND OF A DUAL TRACK AT THIS POINT.
>> AND THE LAWSUIT THEY ALLEGE THERE ARE SEVERAL DEFICIENCIES IN THEIR DECISION INCLUDING NOT DOING AN ANALYSIS.
>> THE GENERAL MANAGER SAYS THERE IS NOTHING ABOUT IT THAT WOULD TRIGGER AN ANALYSIS UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT.
>> I AM NOT BUILDING ANY INFRASTRUCTURE, SO THEY ARE REDEFINING WHAT A PROJECT IS UNDER THAT INCLUDING NOT CHANGING ANYTHING IN THE ENVIRONMENT, SO IT IS AN INTERESTING THING FOR A PUBLIC AGENCY TO TRY TO LOWER THE BAR FOR.
>> THE WATER AUTHORITY CURRENTLY HAS VERY LITTLE RELIANCE UPON THE SENSES AREA.
BY LEAVING THE WATER AUTHORITY THEY WILL INCREASE THEIR DEMAND ON THE SENSITIVE AREA, WHICH IS OF GREAT CONCERN TO THE STATE OF CALIFORNIA.
SPINNING IN A STATEMENT THE EXECUTIVE OFFICER SAYS THE SUIT IS DISAPPOINTING BUT NOT SURPRISING AND THE AGENCY IS READY TO DEFEND ITS DECISION.
THAT IS NOT GROUNDS TO OVERTURN THE DECISION HE SAYS.
>>> THERE WAS HILARY AND NOW TROPICAL STORM HAROLD HAS MADE LANDFALL IN TEXAS AS IVAN RODRIGUEZ REPORTS.
THIS ALL COMES AS RISING TEMPERATURES HAVE AROUND 1 MILLION PEOPLE UNDER HEAT ALERTS.
>> AWFUL TROPICAL STORM WINDS UNLEASHING FURY ON SOUTHERN TEXAS.
PUTTING OVER 1 MILLION PEOPLE ARE UNDER WARNINGS.
TRIGGERING A LOCAL STATE DISASTER.
THE CITY IS UNDER THE THREAT OF IMMINENT DISASTER, INJURY, OR LOSS OF LIFE OR PROPERTY.
MEANWHILE, HILARY REWINDING RAINFALL RECORD BOOKS.
IT'S BEEN A CRAZY RAIN PICK IT IS POURING DOWN.
IT HAS BEEN KNOTS.
>> TRIGGERING HEAVY FLOODING.
>> THIS WAS EXTREME FASHION.
THIS IS SOMETHING THAT WAS UNFORESEEN.
>> ON TOP OF DEALING WITH DISASTERS, AT THE HEIGHT WE EXPERIENCED AN OUTAGE OF THE MANPOWER TO THE HOSPITAL.
WITH ELEVATORS DOWN EMERGENCY CREWS EVACUATED MORE THAN 200 PATIENTS IN LOS ANGELES.
>> FIREFIGHTERS NEEDED TO ASSIST WITH TRANSPORTING THE PATIENT DOWNSTAIRS WHILE WE STAGED OUR AMBULANCES IN A VERY WELL COORDINATED MANNER.
>> THIS IS EXTREMELY DANGEROUS HEAT WAVE BUILT ACROSS THE CENTRAL U.S.
BLISTERING TEMPERATURES HAVE SHATTERED MORE THAN 8500 DAILY HEAT RECORDS ACROSS THE COUNTRY IN THE LAST 30 DAYS.
SWELTERING TEMPERATURES AND A LACK OF AIR CONDITIONING ARE DELAYING THE START OF SOME SCHOOL DISTRICTS IN ILLINOIS.
>> STAFF AND KIDS HAVE HEALTH CONCERNS WHENEVER IT IS THAT HIGH.
IT'S REALLY CHALLENGING TO SEND A SPACE FOR THAT LONG.
>> IVAN RODRIGUEZ, KPBS NEWS.
>>> THERE ARE 50 A SPECIAL DISTRICTS IN SAN DIEGO COUNTY PAID FOR BY PROPERTY TAXES.
SOME DISTRICTS ARE MONITORED CLOSELY.
OTHERS ARE NOT SO MUCH.
ONE OF THEM AS WE DISCOVERED IS A CEMETERY DISTRICT IN RAMONA.
>> THIS IS THE FINAL RESTING PLACE FOR MORE THAN 1000 SOULS.
IT OPENED IN 1893 AND SITS ON 10 ACRES.
ADORNING THE ENTRANCE IS A PLAQUE RECOGNIZING TWO OF THE CEMETERIES THREE CURRENT BOARD MEMBERS.
ONE IS ONE WHO JOINED AND THE OTHER HAS BEEN A BOARD MEMBER FOR OVER 30 YEARS.
THERE ARE NO TERM LIMITS FOR SPECIAL DISTRICT BOARDS IN CALIFORNIA, BUT AN EXPERT ON GOOD GOVERNANCE SAYS HE HAS NEVER HEARD OF ANYONE SERVING THIS LONG.
YET HE IS NOT SURPRISED IT HAPPENED.
>> ALMOST ALL SPECIAL DISTRICTS ARE UNDER THE RADAR.
NOBODY PAYS VERY MUCH ATTENTION TO THEM.
>> HE IS THE CO-AUTHOR OF THE POLITICAL REFORM ACT WHICH GOVERNS HOW PUBLIC AGENCIES SHOULD OPERATE.
SPECIAL DISTRICTS HE EXPLAINS ARE SELF-GOVERNING.
>> THIS IS HAVING SOME SORT OF MONITORING.
THEY CAN GET AWAY WITH ANYTHING THEY WANT TO.
SPEND WHATEVER THEY WANT IS WHAT THE CEMETERY BOARD HAS BEEN DOING SAYS THIS 40 YEAR RESIDENT.
HE FIRST TOOK INTEREST THREE YEARS AGO WHILE SITTING ON A COMMITTEE THAT OVERSEES COUNTY AUDITS.
>> HIGHLIGHTED WITH A COMMENT BY A COUNTY AUDITOR WHO CAUGHT THE STATEMENT THAT TWO OF THE DIRECTORS WERE PAYING THEMSELVES BENEFITS WHICH THE AUDITOR THOUGHT WAS UNUSUAL.
>> IT WAS SENT TO THE COUNTY'S CIVIL GRAND JURY WHICH INVESTIGATES SUCH THINGS, BUT SMITH SAYS NOTHING CHANGED, SO HE DUG DEEPER AND FOUND THAT SINCE 2011 THE RAMONA DISTRICT HAS PAID A TOTAL OF $402,123 IN TRUSTE HEALTH BENEFITS THAT THEY VOTED TO GIVE THEMSELVES.
WE CONFIRMED WAS SMITH FOUND AND REVIEWS OF THE OTHER THREE CEMETERY DISTRICTS IN THE COUNTY FOUND THAT NONE OF THE OTHERS PAID THEIR TRUSTEES HEALTH BENEFITS.
>> MY BIGGEST CONCERN FOR THE TAXPAYERS IS HOW THE MONEY IS BEING USED.
>> SMITH WAS JOINED BY A KPBS REPORTER AT THE MONTHLY MEETING IN EARLY AUGUST.
IT WAS HIS SECOND APPEARANCE AT A BOARD MEETING TO ASK ABOUT THEIR HEALTH BENEFITS.
DURING HIS FIRST VISIT HE WAS TOLD TO PROVIDE PROOF.
ON THIS VISIT HE PROVIDED IT.
THE DISTRICT'S OWN RECORDS.
>> THE DISTRICTS.
ON THE RAMONA PAYS THEM SOME FORM OF HEALTHCARE.
>> THE CALIFORNIA CONTROLLERS WEBSITE SHOWS IN 2021 TRUST THE RECEIVED $15,168 IN HEALTH CONTRIBUTIONS AND THE TRUST THE GOT $34,800.
>> JUST THE SAME AMOUNT.
IT IS GREATER THAN YOUR MAINTENANCE WORKER OR YOUR MAINTENANCE SUPERVISOR.
THEY GET EVASIVE SALARY.
>> IT FIGURES FOR THE FULL-TIME MAINTENANCE WORKERS IN THE DISTRICT MANAGER ARE ALSO ON THE STATE WEBSITE.
>> AGAINST 34,000?
>> I DO NOT KNOW.
>> YOU DO NOT KNOW WHO GETS THIS MONEY?
>> NO I DON'T.
>> HOW ABOUT THIS 15,000?
>> THEY TOLD OUR REPORTER TO CHECK WITH VARGAS TO CLEAR UP HIS CONFUSION ABOUT THEIR HEALTH INSURANCE.
>> THAT IS A LOT OF COMPENSATION.
>> I CANNOT ADDRESS THAT'S.
I AM SORRY.>> BUT THEN 24 MINUTES LATER THERE WAS A SURPRISE ANNOUNCEMENT.
HE SAYS THE BOARD SHOULD GIVE EMPLOYEES A 5% RAISE AND STOP PAYING FOR HIS HEALTH BENEFITS.
>> WE WANT TO REVERSE A MOTION THAT WAS MADE IN 2011.
THAT THE CEMETERY DISTRICT PAY HEALTH BENEFITS.
>> THEY WERE REAPPOINTED DURING THE 28 YEAR SUPERVISOR WAS IN OFFICE.
JOE ANDERSON SUCCEEDED IN 2021 AND REAPPOINTED THE BOARD MEMBERS.
WE SHOWED HIM WHAT WE FOUND.
>> I WAS SHOCKED TO LEARN WHAT WE LEARNED.
>> THE SUPERVISOR SAYS HIS OPTIONS WERE LIMITED.
>> WE ARE ACTUALLY DOING THE RESEARCH ON WHAT WE CAN AND CANNOT DO.
I MADE SOME OF THESE APPOINTMENTS WHEN I FIRST GOT ELECTED, AND NOBODY ELSE APPLIED AND THERE WERE NO COMPLAINTS AND I HAD NO IDEA.
>> THE CEMETERY DISTRICT BOARD MET AGAIN LAST WEEK AND ACTED ON THE PROPOSAL THEY MADE AT THE PREVIOUS MEETING AND WENT A STEP FURTHER.
>> THEY WANTED A COPY OF THE CHECK OF REDACTED INFORMATION.
>> THEY PAY THEM BACK FOR HIS INSURANCE COSTS WITH TWO CHECKS TOTALING $303,658 AND ONE MORE THING.
>> AS FAR AS THE HEALTH CARE BENEFITS.
>> THE BOARD MEMBERS AGREED TO TERMINATE THEIR HEALTH BENEFITS.
>> OUR FREELANCE REPORTER WROTE AND REPORTED THIS STORY.
>>> TONIGHT.

IT IS FILLED WITH COLORFUL MURALS.
EACH ONE OF THEM WITH A UNIQUE TAKE ON IMMIGRATION.
IT FEATURES MESSAGES ABOUT UNDOCUMENTED IMMIGRANTS, DEPORTED VETERANS, MIGRATORY BIRDS, AND EVEN ASTRONAUTS.
THIS IS AN ARTIST WHO HAS BEEN TAINTING GIRLS ALONG THE BORDER SINCE 2016.
HE SAYS ARTISTS FROM ALL OVER THE WORLD COME TO THIS SPOT.>> THEIR WORK IS SLOWLY VANISHING.
CUSTOMS AND BORDER PROTECTION IS REPLACING THE EXISTING WALL.
THE AGENCY SAYS THE CONTRACTORS HIRED TO REPLACE THE WALL ARE RESPONSIBLE FOR DISPOSING THE MURALS.
AS OF MONDAY AFTERNOON THEY HAD NOT GIVEN THE CONTRACTORS NAME.
THEY WOULD LIKE SOME OF THEM TO BE PRESERVED, BUT KNOWS IT IS UNREALISTIC TO SAVE ALL OF THE ARTWORK.
SPENT ONE SECTION IS ALREADY LOST.
A PORTION OF THE ONE NEAR THE PACIFIC OCEAN DEPICTED COLORFUL HEARTS AND MULTIPLE SILHOUETTES OF MEXICAN WOMEN.
NOW IT IS JUST A RUSTY FENCE AND BARBED WIRE.
ALTHOUGH HE IS SAD ABOUT THE LOSS HE IS READY TO PAINT AGAIN.>> HE ALREADY PLANS TO START NEW MURALS AS SOON AS THE BORDER WALL IS REPLACED.

THEY CITE LABOR MARKET AND INFLATION AS REASONS FOR THE INCREASED EXPECTATIONS.
>>> DURING A MEDICAL EMERGENCY EVERY SECOND COUNTS.
EVEN BEFORE PARAMEDICS ARRIVED.
THAT IS WHY FIRST RESPONDERS ARE WORKING TO TRAIN THE PUBLIC ON WHAT THEY CAN DO AFTER A CALL TO 911 IS PLACED.
OUR HEALTH REPORTER HAS MORE.
>> THIS DINING ROOM AT THE RESORT AND SPA HAS BEEN TURNED INTO A CLASSROOM.
EMPLOYEES ARE LEARNING HOW QUICK ACTION CAN HELP SAVE A LIFE.

>> OR AMERICAN RESPONSE MEDICAL REPORT AS BEING THE FIRST ON SCENE TRAINING.
THE STAFF ARE LEARNING ABOUT HOW TO ADMINISTER NARCAN AND EPIPEN AND PERFORM CPR.
HE SAYS THE AVERAGE 911 RESPONSE TIME IN THIS AREA IS AROUND SEVEN MINUTES, BUT CERTAIN EMERGENCIES LIKE CARDIAC ARREST REQUIRE IMMEDIATE INTERVENTION BEFORE PARAMEDICS ARRIVED.
>> A PERSON CANNOT BE WITHOUT OXYGEN TO THEIR BRAIN WITH 07 MINUTES.
IT REQUIRES SOMEBODY WHO IS NEARBY TO DO COMPRESSIONS ON THAT PERSON TO MEANINGFULLY SAVE THEIR LIFE.
>> NOTHING IS HAPPENING.
GO CALL 911.
SEND SOMEBODY TO GO ACTIVATE AN EMERGENCY RESPONSE.
THAT PART YOU GET UP AND START DOING CPR.
FIND THE CHEST AND START YOUR COMPRESSIONS.
YOU WANT TO DO TO COMPRESSIONS EVERY SECOND.
>> THIS IS A DEMONSTRATION OF HANDS ONLY CPR.
FIRST RESPONDERS SAY IT SHOULD BE DONE UNTIL THE PERSON WAKES UP OR 911 ARRIVES.

YOU WANT YOUR ELBOWS LOCKED AND YOU WANT TO CONTINUE TO DELIVER CLEAR AND CONSISTENT COMPRESSIONS.
>> THIS TYPE OF TRAINING STARTED AT THE RESORT IN 2021 AFTER A GUEST WENT INTO CARDIAC ARREST AND WAS SAVED BY A GROUNDSKEEPER WHO KNEW CPR AND HOW TO USE AN AED OR AUTOMATED EXTERNAL DEFIBRILLATOR.

I DO NOT THINK ANY OF US COULD.
>> CITY LEADERS INCLUDING THE FIRE CHIEF WERE OUTSPOKEN ABOUT SAFETY CONCERNS.
REQUESTING MORE TESTING AND REGULATIONS FOR THE INNOVATIVE BUT POTENTIALLY DANGEROUS TECHNOLOGY.
JUST DAYS AFTER CALIFORNIA'S PUBLIC UTILITY COMMISSION VOTED TO ALLOW THE CREWS TO ROLL OUT MORE CARS IN THE CITY AT EXPANDED TIMES A CRUISE CAR AND FIRE TRUCK COLLIDED.
NOW THE STATE DMV IS INVESTIGATING AND THEY HAVE BEEN ORDERED TO REDUCE THEIR FLEET BY HALF UNTIL FURTHER NOTICE.
>> IT BECAUSE COST SOMEONE THEIR LIFE TO WHEN AN AUTONOMOUS VEHICLE IMPACTS ONE OF OUR COMPANY'S ABILITIES TO RESPOND TO AN EMERGENCY INCIDENT IT CAN IMPACT SOMEONE'S SURVIVABILITY PIECE IN DATA FROM THE NATIONAL HIGHWAY TRANSPORTATION SAFETY ADMINISTRATION SHOWS DRIVERLESS CARS HAVE ONLY RESULTED IN MINOR INJURIES, BUT CITY OFFICIALS SAY THAT PAINTS AN INCOMPLETE PICTURE BECAUSE THAT DATA ONLY SHOWS CRASHES AND NOT DELAYS OR CHAOS CAUSED BY STALLED CARS.
>> IT DOES NOT KNOW WHAT TO DO.
ABOUT TO GO DRIVE INTO HIS TRENCH RIGHT HERE.
>> THIS CRUISE CAR DROVE INTO DOWNED POWER LINES.>> THE DATA WE ARE GETTING IS FROM A 911 CALLS WHICH HAVE TRIPLED AS A RESULT OF AUTONOMOUS VEHICLES DOING CRAZY THINGS.>> THEY SAY THEIR MISSION IS TO WORK WITH CITIES AND MAKE THEIR STREETS SAFER.
